March 16, 2007: Due to the press of his military responsibilities, General Russel Honore will be unable to take part in the Contemporary Issues and Ethics Conference scheduled for March 27-29, 2006. Instead, participants at the afternoon plenary session on March 27 will hear from Mr. Sam Gonzales, Chief of Police (Retired) of the Oklahoma City, OK, Police Department. On Tuesday afternoon, March 28, Mr. Jeff Harbin, Chief of Police in Carnegie, PA, will provide a plenary session titled: “Leadership in a Catastrophe: The Small Agency Experience.”
